Norwegian presents two lane road map to resume operations

Norwegian Cruise Line Holdings Ltd. (NCLH), the world’s third largest cruise shipping group, said has a two-pronged plan for its Norwegian Cruise Line unit to resume cruising this summer..
The group, which operates the Norwegian Cruise Line, Oceania Cruises and Regent Seven Seas Cruises brands, said the first one of these would entail voyages embarking outside of the U.S. with sailings originating in Jamaica, Dominican Republic and Greece beginning in July 2021 with Norwegian Joy, Jade and Gem.
“In parallel, the Company submitted a proposal to the U.S. Centers for Disease Control and Prevention (“CDC”) on April 5, 2021, outlining its plan to restart cruising from U.S. ports starting July 4 and requesting the CDC lift the Conditional Sail Order,” the company said in a statement.
“To provide a uniquely safe and healthy vacation experience, all initial voyages will operate with fully vaccinated guests and crew in addition to the Company’s robust, multi-layered SailSAFE™ health and safety program, which includes universal COVID-19 testing prior to embarkation. The Company also announces the formation of the SailSAFE Global Health and Wellness Council (“the Council”), the Company’s expert public health council, chaired by former Commissioner of the U.S. Food and Drug Administration (“FDA”) Dr. Scott Gottlieb, which will complement the work of the Healthy Sail Panel (“HSP”),|” the company said.
Norwegian Cruise Line, the group\s contemporary market unit, will initially offer seven-day cruises to the Greek Isles on Norwegian Jade from Piraeus, Greece beginning July 25, 2021, and seven-day Caribbean itineraries originating in Montego Bay, Jamaica beginning on August 7, 2021 on Norwegian Joy and from La Romana, Dominican Republic on Norwegian Gem beginning August 15, 2021.
The luxury segment Regent Seven Seas Cruises and upper premium market Oceania Cruises will announce details on their voyage resumption plans at a future date. All voyages on these brands with embarkation dates through July 31, 2021 have been cancelled. Impacted guests on voyages that will not operate will be notified accordingly.
“The Company continues to expect a phased-in approach to reintroducing additional vessels across its three brands while taking into account the public health environment, global travel restrictions and port availability, among other considerations,” NCLH said.
Crystal Endeavor to operate 10-night Iceland circumnavigations

Today, Crystal announced the inaugural deployment of Crystal Endeavor, the first ship for Crystal Expedition Cruises. As the first and only true luxury expedition yacht to restart cruising in the Arctic and Northern Europe, Crystal Endeavor will sail five 10-night immersive voyages circumnavigating Iceland’s most dramatically beautiful and fascinating locales beginning July 17, 2021. The Luxury Iceland Expedition voyages will sail round-trip from the ship’s homeport of Reykjavík, affording travelers convenient air options, just six hours from New York City, three hours from London and with frequent non-stop flights from many major cities in the U.S. and Europe. Reservations for Crystal Endeavor’s Luxury Iceland Expedition journeys open April 13.
"The 20,200 gross ton vessel is designed to the highest standards of renowned German engineering, with a focus on the luxurious details that have earned Crystal the travel industry’s highest accolades for more than 30 years. Built at a cost of more than half a billion U.S. dollars, Crystal Endeavor will be the most spacious, fastest and most powerful expedition ship in the industry, with a Polar Class 6 (PC6) classification that enables her to sail in the Arctic and Antarctic regions," Crystal said in a statement.
Crystal Endeavor is designed to accommodate just 200 guests with a one-to-one crew-to-guest ratio delivering the personal and genuine service for which Crystal is known. Her luxurious design features expansive personal and social spaces, with 100 gross tons per person and 10,000 cubic feet per guest for a passenger space ratio of more than 100, making her the most spacious luxury expedition ship in the industry. This spaciousness will be further enhanced as she embarks on the Luxury Iceland Expedition Iceland voyages with reduced capacity.

State-of-the-art German engineering and luxury
Crystal Endeavor recently completed her technical sea trial in Germany, where the experts at MV WERFTEN are building the industry-leading luxury expedition ship in Stralsund, part of a family of shipyards known for their passenger ship, icebreaker and private yacht building expertise.
From bow to stern, Crystal Endeavor is designed with power, efficiency, and the environments of the world in mind. The ship’s propulsion system includes two Azipod D units and a diesel electric power plant designed specifically for ice-going vessels to help them operate at optimum efficiency while providing 13,020 kW of installed power, delivering well-balanced power and propulsion installation, giving both speed and comfort.
According to Captain Thomas Larsen, who will helm the ship: “The design and building caliber of Crystal Endeavor is outstanding. Contracted for max speed of 19.7 knots, she delivered an actual max speed of 20.5 knots during the sea trial, exceeding all performance expectations and standards with little to no vibration even during ‘crash stop’ tests. With her responsive, agile maneuverability, safety and technical capabilities, this vessel is akin to driving a finely tuned German-built elite sports car such as a Porsche. Intensive, enriching expeditions
Designed to take travelers far off the beaten path of traditional cruise routes, the Luxury Iceland Expedition voyages offer intensive exploration of massive glaciers, breathtaking wildlife and stunning landscapes of the region during the season of endless daylight. Expert-led expeditions may include zodiac landings to rarely explored coastlines and treks to remote hidden locales.
Among the highlights of the itinerary are overnight stays in Reykjavík and Akureyri; a call to Grímsey Island and crossing the Arctic Circle; the unspoiled Arnarfjörður fjord, cascading Dynjandi Waterfall and famous geothermal springs of Vopnafjörđur and Seyđisfjörđur. The itinerary – which sails through peak whale migration in the region July through mid-September – also visits Patreksfjörđur, and pink- and red-sand Rauðasandur Beach; Iceland’s whale-watching capital of Húsavík; and Heimaey, home to a beluga whale sanctuary. Ocean Robotics’ Remote Operated Vehicle (ROV) Aegir 50 will roam to depths of nearly 2,000 feet, capturing data and imagery that will also be broadcast across the ship. Drone footage will also be captured, offering birds-eye views of the surrounding regions.

Norwegian Cruise Line Holdings Ltd., a leading global cruise company which operates the Norwegian Cruise Line, Oceania Cruises and Regent Seven Seas Cruises brands, sent a letter to the U.S. Centers for Disease Control and Prevention (CDC) today outlining its plan to resume cruise operations from U.S. ports in July that includes its multi-layered SailSAFE Health and Safety Program developed in conjunction with globally recognized experts, including the Healthy Sail Panel (HSP). The Company’s plan is consistent with the CDC’s updated guidance that international travel is safe for fully vaccinated individuals and that COVID-19 vaccination efforts will be critical in the safe resumption of cruise ship travel.
By requiring full and complete vaccinations of guests and crew, the Company believes it shares in the spirit and exceeds the intent of the CDC’s Conditional Sailing Order (CSO) to advance mutual public health goals and protect guests, crew and the communities it visits. Norwegian trusts and is optimistic the CDC will agree that mandatory vaccination requirements eliminate the need for the CSO and therefore requests for the lifting of the order for Norwegian’s vessels, allowing them to cruise from U.S. ports starting July 4. The Company looks forward to its continued partnership with the CDC in recommencing operations with 100% vaccinated guests and crew aboard and reduced capacity initially as part of a phased-in launch.

While the risk of COVID-19 cannot be eliminated in its entirety, over the past eight months the cruise industry has successfully carried nearly 400,000 passengers in more than 10 major cruise markets outside the United States with only a few isolated COVID-19 cases that were effectively identified, contained, and mitigated without impacting the health or interrupting the vacations of others. This was all done prior to the availability of widespread vaccinations.
Del Rio continued, “Our robust and comprehensive SailSAFE health and safety program extends well beyond the protocols of the travel, leisure and hospitality sectors, all of which have already reopened including hotels and resorts, casinos, restaurants, sporting venues, theme parks and airlines. Dear Dr. Walensky:
In the ongoing spirit of cooperation between Norwegian Cruise Line Holdings Ltd. (“NCLH”) and the U.S. Centers for Disease Control and Prevention (“CDC”), and out of deference and respect for the career CDC scientists working tirelessly on behalf of all Americans, I write to advise you that NCLH has developed a comprehensive and robust science-backed plan that should become the model for how the travel and hospitality industry operates in a COVID-19 environment and which will be mutually beneficial for the public health mission that you and your agency are dedicated to serving and to NCLH’s various constituencies.
As you know, NCLH is the parent company of three cruise brands, Norwegian Cruise Line, Oceania Cruises and Regent Seven Seas Cruises. On March 13, 2020, prior to the CDC issuing its first No Sail Order, NCLH suspended all cruise operations across our three brands worldwide in an effort to do our part as a responsible corporate citizen to prevent the spread of COVID-19. Nearly 13 months later, we believe, that in light of the current health trends, buttressed by the more than 650 million vaccines administered worldwide to date, it is time for NCLH to join the rest of the travel, tourism and hospitality sectors in participating in this next phase of our recovery.
We congratulate you and the CDC on the important steps taken to further facilitate safe travel for vaccinated Americans, as announced on April 2, 2021. NCLH shares your view that vaccinations are the primary vehicle for Americans to get back to their everyday lives while containing the spread of the virus. We have worked tirelessly to ensure that our resumption of operations is guided by science and prioritizes the health and safety of our passengers, crew and the communities we visit. Most importantly, because our return to service plan mandates that the entire population onboard our vessels be vaccinated, our plan reduces the risk of outbreaks and severe COVID-19 cases. Accordingly, we will not require federal, state or local governments to incur time and/or resources in providing medical assistance to our brands’ guests as we have invested tens of millions of dollars in enhanced onboard health and safety protocols, including, but not limited to, enhanced hospital grade air filtration systems, cutting-edge contact tracing technology and significantly upgraded ICU and quarantine medical facilities. Our vessels are well equipped to handle the one-off case of infection that could occur, and our procedures are well detailed and resourced to treat, address and otherwise handle any isolated case onboard. With these as our guiding principles, we are pleased to outline our plan to safely resume cruising:
– NCLH will require that all guests embarking from a U.S. port and/or disembarking to a U.S. port provide proof of having been fully vaccinated with an FDA-, EMA-, or WHO-approved COVID-19 vaccine no less than two weeks prior to their departure date;
– All crew on NCLH vessels will be fully vaccinated with an FDA-, EMA- or WHO-approved COVID-19 vaccine at least two weeks prior to commencement of their duties onboard their assigned vessel;
– NCLH will also incorporate and operationalize the protocols developed by the Healthy Sail Panel (“HSP”), led by former Secretary of the Department of Health and Human Services Michael Leavitt and former Commissioner of the Food and Drug Administration Dr. Scott Gottlieb. These protocols, include universal testing of guests and crew, combined with required vaccines for all guests and crew, thereby creating a safe, “bubble-like” environment; and
– On or about July 4, 2021, NCLH vessels will begin cruise operations at an initial reduced capacity of 60%, gradually ramping up our fleet departing from U.S. ports and increasing capacity by 20% every 30 days.
– These stringent requirements will remain in place until public health conditions allow for the implementation of more lenient protocols.
We have published the complete SailSAFE health and safety program on our website and attach a copy to this letter.
By requiring full and complete vaccinations of guests and crew, we believe our extensive health and safety standards share in the spirit and exceed the intent of the CDC’s existing Conditional Sailing Order (“CSO”) to advance public health goals and to protect guests, crew and the communities we visit. Therefore, we respectfully request the CDC lift the CSO for all NCLH cruise vessels departing from U.S. ports effective July 4, 2021.
We trust that you will agree that our protocols extend well beyond the protocols of other travel, leisure and hospitality sectors, all of which have already reopened, including hotels and resorts, casinos, restaurants, sporting venues, theme parks and airlines. We believe that a cruise ship with a fully vaccinated population when combined with the virus protection defenses provided by the HSP protocols is one of the safest vacation options available.
With vaccine mandates and strict health and safety protocols in place, we are confident of our ability to provide a uniquely safe and healthy vacation environment. These mitigation protocols will minimize, to the greatest extent possible, further infection and spread of COVID-19. With our vessels back in operation, we will not only reinstate tens of thousands of American jobs and meet the significant American consumer’s demand for cruising, but also re-contribute hundreds of billions of dollars to the U.S. economy as the industry resumes cruise operations.
We look forward to continued partnership with the CDC in recommencing operations with 100% vaccinated guests and crew aboard. Independent of the pandemic, our primary responsibility remains the safety and welfare of our guests and crew. CDC issues next phase of the Conditional Sail Order for cruise ship operators

Yesterday, the Centers for Disease Control and Prevention issued the next phase of technical guidance under the Framework for Conditional Sailing Order (CSO) requiring cruise lines to establish agreements at ports where they intend to operate, implement routine testing of crew, and develop plans incorporating vaccination strategies to reduce the risk of introduction and spread of COVID-19 by crew and passengers.
This phase, the second of the CSO issued in October 2020, provides technical instructions on:
– Increasing from weekly to daily the reporting frequency of COVID-19 cases and illnesses.
– Implementing routine testing of all crew based on each ship’s color status.
– Updating the color-coding system used to classify ships’ status with respect to COVID-19.
– Decreasing the time needed for a “red” ship to become “green” from 28 to 14 days based on the availability of onboard testing, routine screening testing protocols, and daily reporting.
– Creating planning materials for agreements that port authorities and local health authorities must approve to ensure cruise lines have the necessary infrastructure in place to manage an outbreak of COVID-19 on their ships to include healthcare capacity and housing to isolate infected people and quarantine those who are exposed.
– Establishing a plan and timeline for vaccination of crew and port personnel.
The next phase of the CSO will include simulated (trial) voyages that will allow crew and port personnel to practice new COVID-19 operational procedures with volunteers before sailing with passengers.
CDC is committed to working with the cruise industry and seaport partners to resume cruising when it is safe to do so, following the phased approach outlined in the CSO.
COVID-19 vaccination efforts will be critical in the safe resumption of passenger operations. As more people are fully vaccinated, the phased approach allows CDC to incorporate these advancements into planning for resumption of cruise ship travel when it is safe to do so. CDC recommends that all eligible port personnel and travelers (passengers and crew) get a COVID-19 vaccine when one is available to them.
Cruising safely and responsibly during a global pandemic is difficult. While cruising will always pose some risk of COVID-19 transmission, following the phases of the CSO will ensure cruise ship passenger operations are conducted in a way that protects crew members, passengers, and port personnel, particularly with emerging COVID-19 variants of concern.
CDC will continue to update its guidance and recommendations to specify basic safety standards and public health interventions based on the best scientific evidence available.

Viking this week marks the one-year anniversary for its enrichment channel, Viking.TV (https://viking.tv/). Launched last March, in the early stages of the COVID-19 pandemic, Viking.TV was conceived as a way to build community, stay connected and share positive experiences while people are staying home. – Thursdays – Every Thursday, iconic British broadcast journalist and Viking Venus® godmother, Anne Diamond interviews significant figures, including Yo-Yo Ma, world-renowned cellist; the Earl and Countess of Carnarvon; the Duke of Devonshire; former PBS MASTERPIECE Executive Producer Rebecca Eaton; Downton Abbey’s “Mrs. Patmore,” actress Lesley Nicol; actor Sir Michael Palin of Monty Python; award-winning French chef Eric Ripert; and polar explorers Liv Arnesen and Ann Bancroft.
– Fridays – The Countess of Carnarvon has led more than a dozen virtual Privileged Access tours and glimpses of life at her home, Highclere Castle, widely recognized as the filming location of Downton Abbey. Additional “At Home” sessions have been hosted by members of the Viking family, providing local insights into iconic cities. A special session even explored space as home with a panel of former astronauts.
– Saturdays – Yoga instructor Mona Therese leads Mind & Body yoga sessions every Saturday.
– Sundays – Sunday sessions featured musical performances from our onboard artists and Sissel Kyrkjebø, a Norwegian National Treasure and Viking Jupiter godmother.
Livestream sessions on Viking.TV start every day at 2 p.m. Eastern Time / 11 a.m. Pacific Time, and all content is archived and available on-demand for anyone who cannot view at the original time of the broadcast.
